One Tool - One Team: The Marriage of Test and Operations in a Low-Budget Spacecraft Development

The I&T and operations readiness phases of an RDT&E spacecraft development have a number of commonalities that make it reasonable to couple the efforts. The use of a single commanding and telemetry interface and active participation by the operations team throughout I&T significantly reduce risk during the on-orbit phase of the program. Those personnel that will be actively controlling the vehicle during L/EO and nominal operations should take advantage of opportunities during I&T to become familiar with their ground equipment and spacecraft hardware. Moreover, lessons learned during I&T should not die on the high-bay floor. They should flow directly into on-orbit operational procedures. C/NOFS and TacSat-2 provide excellent examples of how similar RDT&E spacecraft acquisition programs can come to drastically different conclusions on the appropriate level of coupling between their I&T and operations readiness efforts. Future mission designers should evaluate the results of past RDT&E missions and weigh cost and schedule, as well as other constraints unique to their mission, before determining how tightly to couple these two efforts.
