Putting a Price on Aircraft Emissions: A New Methodology for Evaluating the Monetary Cost of Airport Use

The negative impacts of air pollution, including damage to buildings, reductions in crop yield, hospital admissions for respiratory problems, and increased mortality rates, have been assigned monetary values by others in attempts to quantify the effects of emissions from stationary sources and from mobile sources in surface transportation. In this paper, these price values are used to extend monetary evaluation of environmental damages to civil aviation. We couple emission inventories with economic cost evaluations of air pollution to enable pricing the emissions from civil aviation in two ways. The absolute cost of aircraft emissions at airports can be calculated, which we do using the example of Lyon-Satolas airport in France. The relative cost savings of modal substitution for civil aviation can also be calculated which we demonstrate using the introduction of France's train a grand vitesse (TGV). These two examples illustrate the potential of a new analytical tool that will permit transportation planners to put a monetary price on the emissions generated by aviation at airports. This tool can be used to improve the evaluation of policy options for aviation and intercity rail development, by allowing pollution costs to be directly factored into the benefit-cost analysis. The technique shown here can be applied to any airport, and offers an important new tool for the evaluation of emission compliance, high speed rail development, and airport development.
