摘要

This paper will discuss the role of the emission inventory in the development of regulations using the Industrial Coordinated Rule making process as an example. The ICCR process has ended and most of the inventory work has been completed for this rule development process. There is the potential to learn some lessons from this process that may be used to improve emission inventories for use in development of future rules. There are at least two roles for the emission inventory in the rule making process that will be discussed. The first role is the development of the information on the number and types of facilities potentially subject to a rule with a rough idea of the impact of this group of sources on total emissions. The second role is to provide information on controls, estimated emissions, equipment type, and stack testing information. Most of the inventory information available to the ICCR during this process varied widely in its ability to provide this information. This paper will explain the problems found with existing inventories and make suggestions for how states and EPA may want to improve the availability of this needed information.
