The first hazardous air pollutant (HAP) emissions inventory for a U.S./Mexico border area was developed to support air quality activities along the Ambos Nogales region of Nogales, Arizona and Nogales, Sonora, Mexico. The emissions inventory database contains 113 individual HAP compounds including 25 compounds of interest (COI) which were initially identified as having the most significant human health impacts. Emissions for the Sonora portion of the domain were estimated using almost entirely local data. In this inventory, HAP emission factors were preferentially used; when emission factors were unavailable, speciation profiles were applied to volatile organic compound (VOC) or particulate matter (PM) emission estimates. In some instances, HAP emissions reported from industries to government officials were also used in the inventory. Emissions for the Arizona portion of the domain were calculated using existing inventory data supplemented by local data. Some nontraditional sources included in the inventory are wire reclamation, residential biomass/waste combustion, and produce fumigation. Because of the limited availability of existing inventory-related data and the unique nature of several source categories, some innovative data collection and estimation methodologies were employed. Estimated emissions were then spatially distributed over a fine-scale grid using spatial surrogates.
