Memphis Light, Gas and Water (MLGW) required a new facility with an enhanced earthquake performance objective to contain its data center and other business operations. The primary goal was to ensure that the new building – James L. Netters Business Center, dedicated in the spring of 2004, would be available for Immediate Occupancy shortly following a major earthquake occurring on the southern end of the New Madrid Seismic Zone, which would affect the Memphis and Shelby County region of western Tennessee. Several options were evaluated including 1) seismically retrofitting the existing Administration Building that previously contained these operations, 2) constructing a new facility from the ground up, and 3) purchasing and seismically retrofitting an existing building. The decision to select the last option included the consideration of business continuity, disruption to existing operations, location, property acquisition, time to occupancy, cost, and other issues. Interestingly, the structural retrofit cost was not among the top issues affecting the decision to select a spec 94,000 square foot two-story steel frame office building with exterior concrete tilt-up bearing walls. This paper briefly presents the seismic retrofit for the James L. Netters Business Center building structure and non-structural equipment and systems, but more importantly looks at the implications of trying to achieve enhanced earthquake performance in the Midwest where the environment (owner, architect, engineer and construction disciplines), and the perceived risk to earthquakes is not embraced to the degree that it is in other parts of the country where earthquakes are more frequent making it difficult to achieve the desired performance objectives.
