The present invention relates to a composite panel for reinforcing a cross-section, a positive/negative moment part, and seismic performance of a concrete structure, which comprises: a first panel including a first fiber reinforcement agent, a first organic binder, a first inorganic functional filler, a first dispersant, and a first defoamer, and having a plate structure; a second panel stacked on the first panel and having a honeycomb structure; and a third panel stacked on the second panel, including a second fiber reinforcement agent, a second organic binder, a second inorganic functional filler, a second dispersant, and a second defoamer, and having a plate structure. Accordingly, the composite panel including a honeycomb structure can be used for tensile and compressive members, and seismic reinforcement material, and functions as a dual composite panel and a metallic panel, thereby increasing negative moment and seismic performance.
