Since the first publication of the Recommended Lateral Force Provisions and Commentary (Blue Book) in 1960 by the Structural Engineers Association of California (SEAOC), anticipated performance of buildings in earthquakes has been defined, albeit qualitatively, in terms of life-safety and, to a lesser degree, damage control of structural and nonstructural systems. The seismic performance objectives of the Blue Book are based on considerable structural engineering expertise, but lack the methods necessary to quantify design criteria in terms of specific risk criteria. While seismic design codes and standards have evolved significantly since 1960, seismic performance objectives have remained primarily qualitatively and essentially the same as those of the Blue Book. Over the last 50 plus years, research studies and additional experience with building performance during major earthquakes have sufficiently advanced the technology to now permit quantification of seismic design criteria in terms of specific life-safety, functional and economic risk objectives.
