As part of its responsibility under the National Earthquake Hazards Reduction Program (NEHRP), and in accordance with the National Earthquake Hazards Reduction Act of 1977 (PL 94-125) as amended, the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) remains committed to supporting the activities necessary to improve technical quality in the field of earthquake engineering. One of the key methods of accomplishing this goal has been the establishment of an ongoing process of updating and maintaining the NEHRP Recommended Provisions for Seismic Regulations for New Buildings and Other Structures through contracts with the National Institute of Building Sciences' Building Seismic Safety Council (BSSC). The NEHRP Recommended Provisions and the related Commentary, which were originally developed by BSSC in 1985, present criteria for the design and construction of buildings subject to earthquake ground motions in order to minimize the hazard to life for all buildings, increase the expected performance of higher occupancy structures, and improve the capability of essential facilities to function during and after an earthquake. The NEHRP Recommended Provisions provide the minimum level design criteria considered to be prudent and economically justifiable for the protection of buildings subject to earthquakes anywhere in the United States. The NEHRP Recommended Provisions has successfully met its original goal of becoming a resource document that is widely used by practicing design professionals and building officials. The techniques and technologies contained in this resource document serve as the basis for the seismic requirements of the model building codes developed by the International Code Council (ICC) and the National Fire Protection Association (NFPA), and several national standards, including the American Society of Civil Engineers ASCE-7 Design Standard for Minimum Loads. The fact that the International Building Code (IBC), the NFPA-5000 Building Code, and the nationally recognized minimum loading standard ASCE-7 have all revised their seismic requirements to bring them into equivalency with the NEHRP Recommended Provisions is one of the premier successes of the NEHRP.
