摘要

Product Stewardship, or Extended Producer Responsibility, is an integral element of all efforts to achieve a goal of zero waste. Increasingly, major waste management agencies recognize the role that product stewardship must play in achieving our waste reduction goals. Plans developed by the California Integrated Waste Management Board and the Environmental Protection Agency have begun to acknowledge what is already widely accepted in the European community - that managing waste at the point it is sent to the landfill keeps us "cleaning up" after the horse that draws the carriage down the street, rather than re-designing the carriage to capture and compost the horse manure it produces. It is only when we look at the process anew, from the beginning, that we are truly capable of redefining the way in which we use and reuse our resources, to prevent waste.
