Our country, being a space empire and taking an active part in various space projects, is aware of the danger created by the rapid increase in the amount of space debris. It is dangerous for space activities and space ecology. The measures taken to minimize debris reducing such as: 1. passivation; 2. deorbiting of expended stages from SC orbits to dense atmosphere or to higher orbits; 3. prevention of orbit bursts; 4. use of ecologically clean fuel for LV loading, etc.; are rendered support and developed by the Ukrainian LV and SC designers. We propose some technical and ballistic aspects of orbital debris minimization problem for reviewing at the Congress. They were implemented and planned to be implemented on Zenit-3SL ILV within the Sea Launch project. We have worked out an efficient plan of expended stages and non-operation SC deorbiting using atmospheric disturbance, lunar and solar disturbance. We propose the technical decisions on safe pressure release and LV tanks fuel components jettison. We have performed the analysis of all the launches of Zenit-2SL LV in order to determine possible sources of space debris and have made a concrete proposition on risk mitigation on Zenit-2SL LV launches and on launches of LV of other type. Some of the decision proposed for review have already been tested in flight with positive results.
