The large hydropower stations belong to the major infrastructure of the country.In the course of development and construction management,the series of management system has been widely implemented including the owner's responsibility system,the bidding system,the construction supervision system and the project contract management system.In this situation,the owner faces a new topic on the quality management of the whole project,which will be discussed in this article.Before the project begins to construct,the owner should do a good job about quality management plan including to determine the quality of management objectives,to develop quality policy,to establish quality management agencies,etc.After the project begins,the contents of the quality plan should be implemented well.The author thinks that the quality management by the owner is mainly to form a set of mechanism and system,that is,all stuff participation in quality management,all stuff quality awareness,scientific management through the whole process,the concept of creating high quality engineering,forming the system of the continuous improvement of quality.
