CHARACTERISTICS OF RURAL CITIZENS IN AN ELECTRONIC GOVERNMENT ENVIRONMENT

The few significant relationships revealed in the analysis performed in this study are not startling. Most are explainable and expected. The age-based differences are pretty much associated with the fact that citizens in the oldest group are mostly of retirement age. The differences associated with Education level are also not startling. Citizens with higher levels of education are more likely to hold jobs in the "knowledge work" sector and consequently will use computers more often in their jobs. One could also posit that higher levels of education leads to more varied interests which might explain increase internet browsing activity to seek information to support a larger body of knowledge. What is significant in the results of this research, at least as regards the needs of the GRO Initiative, is the insignificance of the majority of the results. Regardless of characteristic, construct, or question, insignificant results outnumber significant results by a fair measure. The implications of this insignificance are manifest. For rural citizens in North Dakota, age, gender, target group category, and race do not seem to make a difference where preparedness for electronic government services and experience with computer technology are concerned. Education level clearly is a factor in technology usage, however, well-designed training programs and the presence of citizen advocates at rural GRO sites probably make the effects of educational discrepancies surmountable. Also revealing, are the mean values for Locus of Control. For the instrument used in this research, a low value indicates an external locus of control, while a high value indicates an internal locus of control. The values for Locus of Control from this instrument range from 0 to 100. The relatively high locus of control values which consistently approximate a score of 75 reveal that rural North Dakotans, regardless of race, gender, age, education level, or target group membership, exhibit an internal locus of control. This may have implications for delivering electronic government services and the design of systems intended to deliver such services to rural North Dakotans-possibly rural citizens across America.
