In 1993 President Clinton and Vice President Gore issued a policy document entitled Technology for America's Economic Growth, A nwe direction to Build Economic Strength. In it the president establishes economic competitivenessas a ne and key measure fo performance for government R&D efforts, including NASA programs, and he identifies four precepts of the new technology policy profoundly effecting how NASa was to execute its mission. Investing in technology is investing in America's future.
