This paper discusses the preliminary design, fabrication and testing of a compact piezo-hydraulic hybrid actuator. The device is envisaged as a potential actuator for a trailing edge flap on a full scale smart rotor system. Preliminary sizing was carried out to meet the requirements of a trailing edge flap on a section of a full scale MD900 Explorer helicopter rotor blade. The device consists of two parts. The first part is a pump driven by piezoceramic stacks and the second part is an output stage comprising a hydraulic cylinder and a directional valve. The overall size of the pump is 4"x1.5"x1.5". The present design is focused towards a high pumping frequency in order to obtain a compact device with a large power density. Experiments were performed to measure the unidirectional output characteristics of the device as a function of system parameters such as bias pressure, pumping frequency and check valve design. A no-load velocity of 0.65 in/sec and a blocked force of 22 1bs were measured. The maximum pumping frequency was 300 Hz.
