A lack of reliable information on the location ofrnunderground utilities can result in costlyrnconflicts, damages, delays, service disruptions,rnredesigns, claims, and even injuries and lostrnlives during construction activities. While thernlocation of subsurface utilities might be foundrnon plans and records, experience has oftenrnshown that the utility locations are not exactly asrnrecorded or the records do not fully account forrnthe buried utility systems. This may bernespecially true of our nation’s aged roadwayrninfrastructure.rnAn engineering process known as SubsurfacernUtility Engineering (SUE) has proven to be arnwelcome solution to providing this much-neededrnutility information. Combining geophysics,rnsurveying, civil engineering, and nondestructivernexcavation technologies, SUE can providernaccurate mapping of existing undergroundrnutilities in three dimensions during thernconstruction phase to avoid unnecessary utilityrnrelated downtime, eliminate unexpectedrnconflicts with utilities, and enhance safetyrnduring construction. The use of SUE servicesrnhas become a routine requirement on highwayrnand bridge design projects, and is stronglyrnadvocated by the Federal HighwayrnAdministration and state departments ofrntransportation. A savings of $4.62 for everyrn$1.00 spent on SUE was quantified from a totalrnof 71 projects. These projects had a combinedrnconstruction value in excess of $1 billion. Therncosts of obtaining Quality Level “B” (QL B) andrnQuality Level “A” (QL A) data on these 71rnprojects were less than 0.5 percent of the totalrnconstruction costs, and it resulted in arnconstruction savings of 1.9 percent overrntraditional Quality Level C (QL C) and/orrnQuality Level D (QL D) data. Qualitativernsavings were non-measurable, but it is clear thatrnthose savings are also significant and may bernmany times more valuable than the quantifiablernsavings.
