Post-Dredging Economic Analysis for Remediation of PCB-Contaminated Sediment in the St. Lawrence River near Massena, New York

The St. Lawrence River Remediation Project entailed the removal of 65,500 m~3 of PCB-contaminated sediment from near-shore areas along a 1.2 km long reach of the river. The initial budget for the project, prepared at the time the 1993 Record of Decision (ROD) was signed, was $72 million. Cost estimates developed during the design phase were based on completing the entire project in a single construction season (April-November). The final construction estimate, completed prior to mobilization, was $41 million. Through 2001, actual costs were slightly under the estimate; however, a second construction season (2002) will be needed to complete underwater capping in a small area (0.44-hectare). Although the project encountered significant complications and unexpected conditions, the final breakdown of costs does not vary significantly from the pre-mobilization estimate. Cost overruns during the 2001 construction season were observed in the construction of onshore sediment storage and handling areas, environmental monitoring, sediment processing, demobilization, and construction management. The overruns were attributed to problems in obtaining the required cleanup goals for sediment, which prolonged the overall project and led to considerably more dredging activities; unexpected complications regarding sediment handling and processing; and the need to greatly expand the scope of environmental monitoring activities. These overruns were offset by under runs for the sheet pile wall and silt curtain installation, dredging costs, landfill operations, and the offsite shipment of sediments. Under runs were attributed to competitive bidding of services and materials and the fact that smaller quantities of the more highly contaminated sediment requiring offsite disposal were generated by the dredging. The forecasted estimate at completion is $40,092,000, reflecting an underrun of $908,000. In terms of unit costs, contaminated sediment (wet) was removed at the rate of approximately $612/m~3. Using a wet weight of 1,220 kg/m~3, unit removal costs equate to $503 per metric ton. The remediation accomplished the removal of approximately 9,180 kg of PCB mass from the St. Lawrence River. Dividing these quantities into the total project cost, PCBs were removed at the rate of $4,367/kg.
