Dredging PCB-Contaminated Sediment from the St. Lawrence River: Project Overview

An environmental dredging project was completed on the St. Lawrence River near Massena, New York between April and December 2001. The project entailed the dredging of PCB-contaminated sediments from an area of 12 hectares (30 acres), in water depths up to 8.2 m (27 ft), adjacent to the main shipping channel for the St. Lawrence Seaway. A 1,160 m (3,800 ft) long sheet pile wall was installed to isolate the remediation area from the river. Inside the sheet pile wall, a 366 m (1,200 ft) long silt curtain was erected to isolate the more highly contaminated areas. Air gates allowed barge access into the area enclosed by the silt curtain. Three derrick barges were used as dredges, each with a lattice-boom conventional crane. The cranes were outfitted with Cable Arm? environmental buckets and the WINOPS dredge positioning system. Five material barges with filter bed dewatering systems were used as scows. The scows were unloaded at a specially constructed dock facility and placed in trucks for transport to sediment dewatering and storage pens or the onsite landfill. The dredge area was divided into 268 cells, each with a specified target depth of excavation. After each dredge pass, sediment samples were collected and tested for PCBs. Additional dredge passes were completed as needed to attain the cleanup goal of 1 ppm PCBs. Onshore sediment handling entailed the unloading and stockpiling of sediment containing ≥50 ppm PCBs for characterization and disposal. Sediments with <50 ppm PCBs were taken directly to the onsite landfill; sediments with ≥50 ppm PCBs were shipped offsite. All sediments were stabilized with Portland cement to allow for offsite transport or placement in the onsite landfill. A total of 65,500 m~3 of sediment containing 9,180 kg was eventually removed from the river. Approximately two-thirds (177) of the 268 dredge cells were successfully remediated to less than 1 ppm PCBs; 39 more were remediated to less than 2 ppm. Fifteen cells were covered with an interim cap consisting of 30.5 cm of gravel. Follow-on work is planned for 2002 to complete the capping activities.
