The Philadelphia District of the U.S. Army Corps of Engineers (USACE) operates and maintains upland dredged material disposal sites in New Jersey, Delaware, and Pennsylvania, including Pedricktown Confined Disposal Facility (CDF) in Salem County, New Jersey, and Fort Mifflin CDF in Philadelphia, PA. These CDFs have been used by USACE for the disposal of sediment generated from hydraulic maintenance dredging in the Delaware and Schuylkill Rivers. In Fall 2001, a sampling effort was undertaken in select areas of the Pedricktown and Fort Mifflin CDFs to characterize large volumes of dredged material. Approximately 1.7 million cubic yards of material were analyzed for a suite of chemical and geotechnical characteristics. Chemical parameters included volatiles, semivolatiles, polychlorinated biphenyls, pesticides, metals, cyanide, and diesel range organics. Geotechnical parameters included particle size analysis, moisture content, Atterberg limits, organic content, and soil classification. Additional engineering tests were conducted at a lower frequency, including compaction, permeability, shear strength, and consolidation. With the exception of areas immediately surrounding pipe outfalls (hydraulic pump discharges), the materials in the Pedricktown and Fort Mifflin CDFs are chemically and geotechnically similar. Metals and polyaromatic hydrocarbons were detected in the dredged material at both locations; however, concentrations of these constituents were less than New Jersey and Pennsylvania soil cleanup criteria, with minimal exceptions. The majority of the material was classified as high plasticity organic silt based on the Unified Soil Classification System, and contained high organic content (>10%). Potential unamended beneficial uses of this material include non-structural, non-load bearing fill applications or topsoil. Also, unamended dredged material can be used as a feed-stock of raw material in the production of numerous other products, such as lightweight aggregate or concrete blocks. Material recovered in the vicinity of the pipe outfalls was classified as either silty sand or poorly graded sand, and had lower organic content. This more sandy material could potentially be used as structural fill material.
