摘要

The theme of "21st century Agenda" passed at the global environment and development conference in 1992 was "sustainable development". But the definition is quite different. Basically, it mainly means " protecting the interests of contemporary people without damaging future generation' s interests". The core of sustainable development strategy is making economic development and protecting resource and ecological environment in concert and harmony. It is for making descendants able to enjoy abundant resources and good natural environment. Looking around today' s world, those bleak and desolate, decline areas were mostly once the prosperous and rich area. The basic reason causing regions rise and decline in history is that the economic benefits rule everything. Safe culture is about mankind sustainable survival and development. It discloses that the economic development of human society is weigh in the diversified value system, so as to guarantee the smooth implementation of the strategy and policy of "sustainable development."
