Highways are a local authority’s most valuable asset. They are vital to the economic,social and environmental well-being of communities and provide access for business, aswell as contribute to the area’s local character and quality of life. Public opinion surveyscontinually highlight dissatisfaction with the condition of local roads and the way they aremanaged. The current tough economic climate in the UK has posed big challenges to localhighway authorities to deliver a maintenance service that makes the best use of limitedresources. Asset management and its principles have been widely accepted by centraland local government in the UK as a means to deliver a more efficient approach tomanagement of highway infrastructure assets, through longer term planning, ensuring thatstandards are defined and achievable for available budgets. Where it has been adoptedfor highways, savings of at least 5% on budget have been reported. With the effectiveimplementation further efficiencies are achievable.Many authorities in the UK have successfully adopted asset management but others arestill at an early stage of implementation. There remains significant scope for wider scaleadoption of this approach and in particular sharing best practice on how efficiency andvalue for money can be delivered with the funding provided.Government recognising the importance of the wide spread adoption of assetmanagement and the benefits it can bring in order to provide “more for less” developed theHighway Infrastructure Asset Management Guidance, published in 2013 by the UK RoadsLiaison Group (UKRLG), with the support of the Highways Maintenance EfficiencyProgramme (HMEP). It has been developed to provide comprehensive advice to enablethe successful implementation of good asset management practices in order for theefficiency savings to be realised. Future funding of highway maintenance in the UK will belinked to authorities delivering these efficiencies. The Guidance introduces an assetmanagement framework that is designed to provide flexible support to councils indeveloping an approach to highway maintenance that matches their strategic priorities andmeets efficiency requirements and stakeholder expectations. This paper describes theguidance and the implementation of the framework for highway infrastructure assetmanagement. These are freely available to all those managing highway infrastructureassets.a) The UKRLG brings together national and local government from across the UK toconsider roads infrastructure engineering and operations matters. It was set up in2001, along with its Bridges, Lighting, and Roads Boards. The NetworkManagement Board was formed in 2002.b) HMEP is a sector-led transformation programme designed to maximise returnsfrom highways investment by delivering effective services and efficiency savings. Itis aimed at the local highways sector in England and is sponsored by theDepartment for Transport.
