This thesis examines education reform issues through the comparison of the previous education reform policy of the No Child Left Behind Act of 2001 with the recent introduction of the ESEA Flexibility Waiver Proposal of 2011. Nationwide student test scores, as well as individual school report cards, have indicated inconsistent student achievement, resulting in calls for improvements in education reform, educator evaluation, and curriculum requirements. This research acknowledges the history of education reform, while providing validation for the necessity of continual research and overall evaluation of our educational system. This thesis highlights education reform improvements that aim to ensure that we are actively monitoring the progress of educators as well as students through fair and appropriate means.
