As a natural resource available to man, water serves a variety of purposes. It is therefore essential that its sources, while being harnessed, be at the same time protected in order that it can meet in an efficient manner man's health, socioeconomic and environmental needs.; The process of harnessing and preserving water sources in the state of Texas has been ongoing since the first legislature authorized drainage districts were formed in 1905. This research focuses on the impact of the 1997 enacted Senate Bill 1, the Brown - Lewis Water Management Plan, on interbasin water transfer from the Trinity - San Jacinto Coastal Basin.; A 5000 ac-ft annual interbasin water transfer simulated by amending an existing senior water right within the Trinity - San Jacinto Coastal basin using a water rights analysis package resulted in a 13% and 3% drop in water availability for the selected water right and the entire basin respectively. The firm yield for the amended right reduced by 22% while the water availability for the right next in priority increased by approximately 30%.
