Techniques for the treatment of petroleum hydrocarbon contaminated soils can be grouped into two categories, in situ and ex situ treatments. While in situ techniques are usually more desirable because of lower costs, certain situations dictate the need for ex situ treatment. Ex situ treatment typically takes place at private soil treatment facilities or at municipal landfills. A private environmental services contractor often operates the treatment facility on the landfill site at municipal landfills. However, the opportunity for revenue generation, minimized start up costs, regulatory ease and environmental safeguarding associated with operating a treatment facility on a landfill site make assuming operation of an existing facility or construction of a new facility an attractive business opportunity for municipalities. In this document, soil treatment facility (STF) operation as a business venture is assessed using a modified version of Gameson's (1994) Integrated Assessment Framework for Pollution Prevention.
