摘要

Despite many attempts and involvements on the national or international level, the process of peace building between Georgian and Abkhazian and Georgian and South Osseatian ethnic groups remain unachievable. In this paper, I examine and identify three main factors in Georgia's ethnic conflict known as "frozen conflict". What determines the nature of the conflict and what roles do the actors play? I argue that 1.The mediating groups lose their purpose and become dysfunctional when the basis of mediation is affiliated with their political interests resulting "conditional favoritism", 2. Politically heightened and hostile attitudes between the state representatives as well as the negotiating groups create an impenetrable environment to understand ethno relations on a social level and 3. Perpetual traditional practices of ethnic conflict resolution in Georgia lead the process of resolution to a dead end and give the new condition to its current status of "frozen conflict" identified as "social alienation."
