Wilderness ecosystem research: Monitoring programs, evaluations, and data management.

In the United States wilderness managers are required to track the conditions of wilderness areas and wilderness study areas to preserve their pristine nature. Within the National Wilderness Preservation System (NWPS) there is a need for inventory and monitoring, but research is needed to determine techniques and methodologies. Wilderness research for ecosystem global change was begun in 1991 by the Bureau of Land Management with the Intermountain Wilderness Ecosystem Study (IWAES).;Wilderness research and monitoring programs must be based on external and internal threats to wilderness values and conducted in the context of ecosystem management. Such programs should be coordinated by the Aldo Leopold Wilderness Research Center. Such a wilderness monitoring network has been elaborated by Congress.;Monitoring in wilderness must begin with setting objectives in clear terms and as testable hypotheses. To achieve this it is often best to develop a conceptual model of the wilderness system and from that decide the critical components to be investigated. Sampling designs must be developed into a monitoring plan and explicit quality assurance program that include (1) the methodology for data collection, (2) how collected samples will be handled, (3) how data will be verified and managed, (4) how field personnel will be trained and accredited, (5) how field instruments will be maintained, (6) laboratory accreditation, (7) requirements for field notes, and (8) when program evaluations will be conducted. Well-designed programs will fail without data management and are suggested to (1) follow an explicit agency decision to automate wilderness data, (2) document data as to collection circumstances, (3) ensure that data be verified, (4) guarantee data stored be periodically reviewed and interpreted, and (5) that data be transferable to national archives.;IWAES sites in representative ecosystems across the Western states collected information on weather, solar radiation, air quality, vegetative resources, water quality and quantity, and aquatic organisms. In the following papers IWAES and the Monitoring Information Data Analysis System (MIDAS), are used as examples of the research concepts presented and comparisons made to selected national environmental programs.
