With the defense budget diminishing, every facet of new defense systems must be developed in the most cost effective manner. For newly developing systems such as a low earth orbit missile tracking satellite system, the approach adopted for system level developmental test planning can help minimize program costs significantly. This cost savings potential will be shown by comparison of two test planning approaches, mission-oriented and streamlined. The mission-oriented approach emphasizes duplicating the various characteristics of the threat environment during testing, requiring the use of numerous expensive missile targets. Contrarily, a streamlined test approach focuses on more detailed testing of technical functions and enables substantial cost avoidance by utilizing much cheaper test resources.;The views expressed in this paper do not represent or imply an official or unofficial position of the United States Air Force or the Department of Defense.
