Trends in Malay political leadership: The People's Action Party's Malay political leaders and the integration of the Singapore Malays.

This dissertation addresses the role of the People's Action Party's (PAP) Malay political leadership in the process of integrating Singapore's minority Malay community into the nation. It addresses the Malay members of parliament's (MPs) involvement in the economic, social, and political processes undertaken by the PAP government since independence in 1965. It is the contention of this study that the PAP's Malay MPs were and are in a position to ameliorate the so-called "Malay problems."; This dissertation traces the careers and influence of the PAP's Malay political leaders in Singapore from the late 1950s up to 1994. It examines their educational and occupational background and recruitment to politics. Although no systematic study has been attempted to determine the linkage between leaders' effectiveness and demographic variables, this dissertation assumes that one can understand the approach and style of leadership adopted by the PAP's Malay MPs by looking at their social background.; The Singapore system also determines the PAP Malay MPs' ability in effectively promoting Malay policies. Since 1965, the PAP government has attempted to promote policies that are noncommunal in nature. Thus, the PAP's Malay MPs have to work within the multiracial meritocratic norms set by the Singapore system. Nevertheless, the persistent problems faced by the Singapore Malays have ultimately forced the PAP government to rethink its position. An important consequence has been the readaption of communal politics to ameliorate the Malay problems. The dissertation also examines challenges faced by both the PAP's Malay MPs and the Malay community in adjusting to the changes that occurred within the Singapore system. In addition, the dissertation analyzes the dynamics of the system which resonates within the Malay political culture. The dissertation concludes with proposal for future challenges and strategies.; Although limited in scope and focus, the larger underlying concern of this dissertation is to complement existing studies on Malay political leaders. The literature dwells upon the social, economic, and/or cultural aspect of the Malay community to explain the predicament of the Malay community. This dissertation looks at the political structural factors of the predicament. It is on this point that the dissertation hopes to make a small contribution.
