This study identified problems and prospects of fish culture among small scale farmers in Uganda through the analysis of technical, social and educational dimensions. Many Third World nations make great use of fish ponds. Why is fish farming in Africa in general, and Uganda in particular, still at subsistence level? Are there problems that exist on the African continent that are hindrances to fish farming which do not exist in other Third World nations?;This study was conducted in four districts in Uganda: Mpigi, Kampala, Makono, and Apac.;The population consisted of twelve fish farmers and seventeen individual experts selected using a purposive sample. Structured and unstructured interviews were administered to these individuals around six levels of indigenous knowledge: indigenous technical knowledge, indigenous social organizations, indigenous decision making process and patterns, indigenous innovations and experimentations, and indigenous values and belief systems. In addition, exogenous consultants were interviewed to gauge views of problems encountered by fish farmers in the country.;Findings for this study were classified into three main categories: technical, social and educational. Technical findings include the following: (1) Fish pond construction is a problem in Uganda. (2) Ugandan fish farmers lack proper knowledge regarding fish pond maintenance. (3) Ugandan people need increased supplies of fry for stocking their ponds. (4) In many places of Uganda, organic industrial wastes contribute to pollution of water by causing turbidity and oxygen depletion and this affects fish farming in the area. (5) Pathogenic microbes, parasites and other health hazards can be spread to man through consumption of fish that have been exposed to sewage.;Social findings: (1) Lack of proper communication among farmers slows down fish farming in Uganda. (2) Fish eating is unpopular among 25% of the Ugandan population. (3) Lack of consultations with local people sometime results in project failures. (4) Lack of understanding of local traditions causes failure of projects and hinders fish farming in Uganda. (5) Transportation systems in Uganda are slow and impede project development.;Educational findings: (1) Lack of qualified staff, especially the Extension Officers who are in constant touch with the farmers in rural areas, hinders fish farming. (2) Ineffective Extension services hinder fish pond construction in Uganda. (3) Lack of proper understanding of fish farming in the country has reduced fish production. (4) Fish farmers are in need of reading materials such as magazines, journals, periodicals and books. (5) Fish farmers still need to have seminars, conferences, workshops, and symposiums so as to increase their opportunities of learning from one another.;In conclusion, it is the responsibility of government leadership to motivate farmers to participate in fish farming if farmers are to become responsible and expand fish farming for the good of the whole nation.
