Seki Hajime (1873-1935) carried the message of social reform from the factory to the city. An ardent advocate of industrial policy at the turn of the century, he set his sights on "worker protection" in the early 1910s, before turning to urban reform at the end of the decade. This study traces the ideological roots of Seki's novel urban vision, and examines his efforts as a municipal official to humanize the industrial metropolis of Osaka.;As a young economist, Seki stood squarely behind the national goal of "increased industrial production." He set off for Europe in 1899 to study economy theory and transport planning. Intent upon articulating an ideology of historical progress equal to the task of modernizing Japan, Seki found it in the ideas of the German Historical School. He returned home as apostle of state planning, and, as an economist at the Tokyo Commercial School, actively promoted the development of commercial and industrial policies adapted to the history and traditions of Japan.;Seki's interest in industrial policymaking led him to investigate factory production from the inside out. In the process, he became a staunch supporter of labor reform. Unlike many labor reformers, Seki did not work from a model of social control, but from a vision of social justice. He sought to establish a "moral minimum" in the workplace, advocating worker protection through labor legislation.;Observing that workers had also been denied decent living conditions in Japan's industrial cities, Seki then took up the cause of urban social reform. He called for a "moral minimum housing," urging the Japanese to create "livable cities." Named Deputy Mayor of Osaka in 1914, Seki proceeded to project his ideas for residential reform into space and plaster. He promoted urban planning as a means of arresting urban sprawl, and saw to the creation of garden suburbs designed to integrate workers into the urban community.;This study focuses on the ideas and accomplishments of Seki Hajime prior to his appointment as Mayor of Osaka in 1924. It includes two topical chapters aimed at placing him in historical context: one traces the genesis of urban reformism in modern Japan, the other presents an historical portrait of socio-spatial change in Osaka.
