In Sudan, a large belt of land across Kordofan Province is currently vulnerable to desertification. This belt intersects large areas of customary agriculture, known as the bush-fallow system, that incorporates Acacia senegal tress into fallow periods as a way to manage soil productivity, reduce erosion, and obtain the other benefits from the tree, which include firewood, fodder, and gum arabic. Despite the possible environmental advantages of a bush-fallow system, it continues on a path where crop yields and the acacia stock are declining.;A dynamic household model is developed for bush-fallow agriculture to analyze long-run resource allocation. The model starts with the basic idea of the household as a unit of consumption and production and then formulates the fallow rotation structure of production. Soil productivity and acacia biomass are modeled as state variables whose time paths depend on variable input choices, such as labor, and the land allocation between tillage and fallow.;The model extends earlier work in several ways. First, the conditions for dynamic production efficiency are derived. Since the variable inputs affect the state variables through the state equations, the total cost of the inputs include not only a wage rate but also the value to the household of the change in the state variables. Second, the dynamic formulation, which allows the effects of current choices on future revenues and quantities of the state variables to be internalized in the decision-making process, shows that it may be optimal for the household to deplete the soil and deforest the land. And third, the optimal-rotation principle is extended to an agricultural household model where the objective is to maximize the present value of utility rather than profits.;An empirical approach using dynamic duality is developed that shows how the theoretical model can be used to specify an econometric model. The implications of the duality approach could not be tested with the data set available, however a simplified version of the econometric model is estimated using aggregate production and price data for Kordofan Province.
