Failures in service of rapid transit cars produce negative impacts for both passengers and transit operators. They obviously cause inconvenience to the passengers and at the same time the transit operator incurs additional and unexpected costs associated with unscheduled maintenance. CM(,3), the methodology presented in this dissertation, provides the transit manager with an analytical tool for a more rational decision-making approach to the management of car maintenance. The Rapid Transit Car Maintenance Management Model is a maintenance planning device that makes use of the Maintenance Information System of the transit property and provides analytic guidelines to the transit manager for scheduling car maintenance activities efficiently, i.e., minimize service failures subject to resource constraints.;The methodology developed in this dissertation has been successfully tested with a sample of the New York City Transit Authority's rapid transit cars and could be readily applied to other transit systems as a maintenance planning tool. The results indicate that some current maintenance practices in the New York City Transit Authority should change to become more cost-efficient.;The use of CM(,3) requires a statistical package and a linear programming package. It is easy and inexpensive to use but requires reliable data on maintenance and failures records in order to produce accurate results.;The CM(,3) model will assist transit managers at the maintenance barn or shop in: (a) evaluating the effect of subsystem or component failures on the failures of the car as a system; (b) understanding and evaluating the interrelationship between component failures and maintenance programs; (c) weighing the trade-offs between allowable number of failures and maintenance cost; (d) implementing alternative maintenance scenarios and evaluating the impact on car failures and maintenance cost.
