The purpose of this dissertation is to examine management strategies used by the National Oceanic and Atmospheric Administration Office of National Marine Sanctuaries to protect shipwrecks and other submerged cultural resources (SCR). The study also examines the management strategies selection process and their perceived effectiveness. Historical, biological, and recreational values of submerged cultural resources attract visitors to National Marine Sanctuaries. Effective management and protection is necessary to guarantee that the public will benefit from these resources now and in the future. Assessment of the effectiveness of management strategies plays a significant role in improving these strategies.;Data for this research was collected through a Web-based survey of employees of the Office of National Marine Sanctuaries. Thirteen National Marine Sanctuaries and Papahanaumokuakea Marine National Monument were included in the study. From October to December of 2007, a total of 38 respondents, whose work was directly related to the protection of submerged cultural resources, completed the survey. The survey consisted of multiple questions designed to obtain participants' perceptions on different issues regarding the management and protection of shipwrecks and other SCR.;Eight major management strategies were identified and served as a base for this research. Among these strategies, education and research were ranked as the most effective in protecting SCR. Significant relationships were found to exist between the perceived effectiveness of the management strategies and the survey participants' years of experience in the field of resource protection. Factors such as budget and visitor use appeared to be the two most influential criteria in selection and implementation of management strategies.;This study contributes additional information to the current knowledge of management of SCR. It could serve as a starting point for further research and improvement of existing management strategies of SCR.
