摘要

While China has been enjoying dramatic economic progress in the past 30 years, it is confronted with a series of increasingly severe environmental crises. Water pollution is incredibly large-scale and severe. This paper examines water quality planning in China at the national and local level. Chongqing Municipality was selected as the representative of water quality management at the local level. The broad political system was examined briefly. Specifically, an analysis of current planning policy as it relates to water quality standards, maintenance, and restoration at both national and local levels was made. The U.S. Clean Water Act was studied as an example in order to explore a water quality management model for China.
