在现代大学中，行政权力与学术权力是大学治理结构的两支重要力量。在国家相关法律法规以及大学章程和规程中，均有对行政权力与学术权力不同程度的规范。梳理这些规则，就可勾勒出行政权力与学术权力三个方面的规范关系，分别是二者的相对独立、相互制衡和互相配合。从规范层面解读行政权力和学术权力的关系，有助于认清二者在大学治理中的角色定位。权力按照规范运行，必将推进大学良好治理。%In modern university,administrative power and academic power are two important forces in university governance struc-ture.In relevant laws and regulations of the country and the statutes and rules of the university,there are a number of norms about ad-ministrative power and academic power.Combing these rules,we can make out three aspects of relationship between administrative power and academic power:relative independence,checks and balances,and mutual cooperation.From a normative view,interpreta-tion on the relationship between administrative power and academic power is helpful to understand the role of the two powers in univer-sity governance.The operation of power should be in accordance with the norms,which will promote good governance of university.
