The public opinion of the network public events is not only the simple mapping of the events on the internet, it also in⁃cludes some factors of emotion, preference and standpoint related with the social background. It consists of"event+social background+ network" during the formation and eruption stages. After the formation and eruption stages, government′s response, the behaviors of the parties and so on will be focused by the network. Then its composition is "event + social background + process-boosting-factor +network". The public opinion distortion of network public events is the result of a variety of factors. Some relative factors, such as the particularity of events and the universality of social problems, information spread unchecked and demands blocked up, institutional re⁃tardation and social emotional sensitivity,"get control" thinking and"make a big expansion", manipulating"fact" and fabricating ru⁃mors, either coincide and overlap or reversely tear, which made the public opinion distortion and variation. The public opinion govern⁃ance of network public events is a chain-reaction process to remove the implicative factors and break the risk. To take the matter on its merits and to restore the truth and "right and wrong" is the only and practical route to calm the incident down and release the risk.%网络公共事件的舆情并非事件在网络上的简单映射，其掺杂了与社会背景因素相关的情绪、倾向和立场。在网络公共事件的形成和爆发阶段，其构成是“事件＋社会背景＋网络”；在网络公共事件形成爆发之后，政府的应对、当事者的行为表现等因素又会被网络聚焦，这时其舆情构成是“事件＋社会背景＋过程性助推因素＋网络”。网络公共事件的舆情失真是各种因素共同作用的结果。事件的特殊性与社会问题的普遍性、资讯的泛滥与诉求的堵塞、“体制性迟钝”与社会情绪的敏感、“搞定管控”思维与“搞大扩散”意识、操弄“真相”与制造谣言，这些相对的因素要么重合叠加，要么反向撕裂，造成舆情的失真与变异。网络公共事件的舆情治理是一个去除连带因素、打破风险发作的连锁反应的过程。就事论事，还原真相，还原是非，是平息事件、释放风险的唯一可行的方式。
