农村基层治理是实现国家治理体系和治理能力现代化的基础，新时期农村基层治理出现诸多新变化，涌现出不少新做法。广东省珠三角地区农村基层治理由传统村（居）支部书记和主任二元主体发展为多元主体，形成治理主体职能分离和党的领导力增强双重结构。农村基层治理主体职能分离后，在基层党组织领导下，党组织、村（居）委会、行政（综合）服务中心（站）、经济（联）社、社会组织和群团组织的职责更为明晰，共同协调推进基层治理。执政的中国共产党正由“权力型”政党转为“服务型”政党，农村基层治理重心下移，基层服务日益专业化、职业化，村（居）经济组织采用现代企业制度和网络平台运营监管集体经济，社会组织形成“合力”新机制，发挥“乡贤”等传统政治资源在现代化转型和基层治理中的积极作用。广东省珠三角地区的新经验为实现党领导下的基层治理创新、推进农村基层治理现代化提供了思路借鉴。%Rural grassroots governance is the basis of realizing the modernization of national governance system and governance ca-pacity. In the new period, there are many new changes in the governance of the rural grassroots, and a lot of new practices have e-merged. In the Pearl River Delta region of Guangdong Province rural grassroots governance by the traditional village ( neighborhood) branch secretary and director of the dual subject development has become multiple subjects, the formation of functional separation gov-ernance body and the Party′s leadership to strengthen the dual structure. Functions of rural grassroots governance body after the separa-tion, under the leadership of the grass-roots party organizations, party organizations, village (neighborhood) committee, administrative ( comprehensive) service center ( station) , economic ( al) club, social organizations are under the clearer responsibilities of mutual co-ordination promote grass-roots governance. The ruling Communist Party of China is turning from"power" to"service" party, and rural grassroots governance center of gravity is downing. Grassroots service is becoming more and more specialization, professionalization. Village ( neighborhood) economic organization puts to use the modern enterprise system and network platform to supervise collective e-conomy. Social organizations form the new mechanism. In addition,"country gentleman" and other traditional political resources in the modern transformation play the positive role of grass-roots governance. The new experience of the Pearl River Delta area in Guangdong Province is to realize the innovation of the basic level governance under the leadership of the Party, and to promote the modernization of the rural grass-roots governance.
