From the perspective of new urbanization, the paper deeply analyzes the existent problems ( such as the absence of legislation, the widespread homestead invisible market , the damaged rights and interests of farmers ) in current rural homestead system in China, and then points out that the establishment of rural homestead exit mechanism is the inevitable requirement of pro-moting the agricultural modernization and scalization , driving the citizenization of agricultural transfer population , and relieving the contradiction between population and farmland.The author summarizes the experiences of Zhejiang provincial “two separations and two exchanges” mode and Chongqing municipal “land ticket ” mode, and puts forward the related countermeasures to promote the establishment of exit mechanism of rural homestead , so as to provide references for the exploration and establishment of rural homestead exit mechanism under the background of new urbanization , and to offer helps for the healthy and orderly development of new urbanization.%从新型城镇化角度出发，对我国现行宅基地制度存在的立法缺失、隐形市场普遍、农民财产权益受损等问题进行了深入剖析，提出了建立宅基地退出机制是推动农业现代化与规模化、推动农业转移人口市民化以及缓解人地矛盾的必然要求，并对浙江“两分两换”模式以及重庆“地票”模式进行了经验总结，最后提出了推动宅基地退出机制建立的相关对策，从而为在新型城镇化背景下农村宅基地退出机制的探索与建立提供参考，并为推动新型城镇化的健康有序发展提供帮助。
