The paper brought forward and demonstrated a great engineering project: to build an Intemet Information Broadcast-Storage System(IBSS). That is, packaging the excellent information on the Intemet, sending them to the satellite periodically,broadcasting them to many local storage servers from the satellite, finally pushing them to the end users who have ordered them.%本文提出并论证了一个相对宏大的工程-构造互联网信息播存体系,即:将互联网上的优秀文化集合打包,定时将这些优秀文化发射到卫星上,再通过广播系统将这些文化下发到各地的本地信息存储服务器,并将最终用户选择的信息主动下载到用户的信息终端上.
