日本是一个自然资源较为贫乏、用地竞争相对激烈的农业现代化发达国家。为确保其食物安全和农民收益稳定，日本政府针对农业发展中的脆弱性因素制定一系列农业保护政策，促进其农业健康、稳定、可持续发展。从国境保护和国内支持两大方向论述了日本农业保护政策上的策略手段，并对其进行了正负效果评价，总结了日本在政策制定上的先进经验。%As a resource-scarcity country, Japan faces fierce competition for land, but the agricultural modernization is well developed. In order to ensure national food security and stabilize famer's benefit, Japanese government has formulated a series of agricultural protection policies, taking consideration of the vulnerable factors in domestic agriculture development, to promote the healthy, stable and sustainable development of agriculture. The authors discussed the strategies and means of Japanese agricultural protection policies from the perspective of border protection and domestic support, and carried out the positive and negative effect evaluation, then summarized and obtained insights from Japanese advanced experience in policy formulation.
