透过公共经济学的视角，讨论区域发展中公共部门应当关注的主要问题，并以此扩展城市规划的工作思路，为城市规划在京津冀区域协同发展中的工作目标确定一种思考方式。根据公共经济学理论，公共部门应该关注区域公共物品的供给和外部性问题的解决，同时需要政府间的协调作为保障。结论是，公共部门在京津冀区域协同工作中，需要重点关注三个方面：协调区域公共物品的供给、处理外部性问题、改善区域公共治理。由此为出发点，为城市规划在区域协同中的工作提出建议。%Under the perspective of public sector economics, this article discussed the main issues of regional development that the public sector should be concerned about. It purposed a new perspective of thinking on regional planning in Beijing-Tianjin-Hebei region. According to the public sector economics, what the public sector should be concerned is the supply of public goods and to solve the problem of externalities. The coordination between different local governments is also required. The conclusion is that public sector, as wel as planning experts, should focus on three fields:the supply of regional public goods, the solution on externalities, and the coordination between local governments.
