In the process of urbanization development, we have comparatively neglected the construction of recreational culture for many years. Though the insuf iciency of fiscal revenue is among the reasons, the outdated conception is actual y of more importance. In the construction of“Beautiful China”, facilities for urban recreational culture undoubtedly become a pretty important index. After paying of historical debt gradual y, Xuzhou has been striving for the construction of urban recreational culture, and has made remarkable progress. Lots of facilities for recreational culture have been instal ed and provided a favorable recreational environment for 2 mil ion residents and incoming tourists. Such facilities not only decorates the famous city of great military importance and makes it become the best of large and medium sized cities of north China, but also makes an example for surrounding cities in Huaihai Economic Zone.%在城市化发展的进程中，多少年来我们都相对忽略了休闲文化的建设。财政收入不够充裕固然是原因之一，而观念的落后乃是最为重要的。在“美丽中国”的建设中，城市的休闲文化设施无疑成为相当重要的一个指标。徐州市在逐步还清历史欠账之后，近年正努力致力于城市休闲文化建设，并已取得了显著的成效，一大批休闲文化设施应运而生，为二百万市区居民和外来旅游者提供了良好的休闲游憩环境。既装点了这个有名的兵家必争之地，使之成为我国北方大中城市中的佼佼者，又为淮海经济区周边城市做出了表率。
