The frontier area of west Yunnan has the most kinds of ethnic groups and smal ethic groups are gathered there. As the complexity of ethnic composition, the variety of ethnic customs and cultures, cultural poverty and other factors, the “poverty culture”in this area is obvious, and “poverty return and poverty latency”appears. In order to speed up the implementation of the aim of getting rid of poverty and becoming better of, we should adopt the folowing measures: mainstream culture contains minority cultures, “pul out the root of poverty” in educational poverty aleviation and adopt deep, wide, effective targeted culture poverty aleviation measures to poverty cultures.%滇西边境片区是我国少数民族种类最多、人口较少民族最集中的片区，因民族成分的复杂性、民族习俗文化的多样性、文化贫困等诸多因素，导致片区“贫困文化”突出，出现“贫困回归、贫困潜伏”现象。采取主流文化包容少数民族文化，教育扶贫“拔穷根”以及贫困文化“有破有立、破立结合、有深度、有广度、有效度”的精准文化扶贫措施，加快片区实现脱贫致富的目标。
