近年来，有关工业化与城市化协调发展的问题再次引起了学界的热烈争论，大家普遍认为，中国的工业化与城市化在社会隔离状态下非均衡发展的模式再也无法持续下去。但对中国为何长期实行社会隔离的户籍制度以及如何才能废除户籍制度的研究却并不多见。从公共产品供给机制的角度探讨了影响我国城市化进程的主要制度障碍，揭示了户籍制度难以割舍的公共产品需求结构方面的历史原因，分析了作为工业化基础与现代化标志的城市化可能带来的公共产品供给的规模经济效应，并对取消户籍制度后可能出现的问题及其对策进行了探索。%In recent years, the relationship of industrialization and urbanization has once again attracted the attentions of scholars. It is generally believed that the pattern of non-equilibrium development of China's industrialization and urbanization in the social isolation situation can no longer continue. However, there is little study about the reason why the household registration system can be kept for long-term in China and how to abolish it. In this paper, we discuss major institutional barriers that affect the process of China's urbanization from the view of the demand structure of public goods, reveal the historical reasons behind household registration system. In addition, we also analyze the scale economy of the supply of public goods that urbanization may bring, and the ways to solve problems that may arise in the abolition of the household registration system.
