The discharge of waste water produced from animal medical treatment can easily result in disease spread and environmental pollution. In this article,a case of suspected illegal discharge of medical waste water was investigated in a special activity,and the points of evidence collection and identification of illegal activities in such cases were discussed. Then two types of such unlawful acts were distinguished:one type was discharging waste water without bio-disposal,and another was the disposed waste water failed to meet the standards. At last,it was suggested to list the specific applicable terms and contents to reflect statutory,open and fair punishment principles. For the purpose of providing reference for the law enforcement officers,paying more attention to the problems of discharging medical waste water was also proposed.%诊疗废水随意排放极易引发疫病传播和环境污染.本文介绍了一起经专项活动查处的涉嫌违法排放诊疗废水的案件,对此类案件证据收集要点、违法行为认定进行了讨论,对排放未经无害化处理诊疗废水和排放处理不达标诊疗废水两种违法行为进行了区分,并建议详细列明具体适用条款和内容,以体现法定、公开、公正的处罚原则.同时提出要关注诊疗废水的排放问题,以期为执法人员依法行政提供借鉴.
