To adapt to the international and domestic situation, China launched China (Shanghai) Pilot Free Trade Zone (PFTZ), which is the critical strategic pioneering work. If we can realize the expected effects in promoting the development of this project will be determined by our rational recognition of that. First, the free trade zone and more deepen trade liberalization have obvious negative effect; second, if we can obtain benefit from that will be determined by the mechanism design and our national competitive advantages. After all, the establishment of free trade zone is only the channel and tool for us to realize national competitive advantages. We should positively take part in the formulation of rules, cautiously understand the limit of free trade;we should also positively establish the interactive mechanism of pilot free trade zone and high standard new rules.%我国顺应国际国内局势创建中国（上海）自由贸易试验区，无疑是牵一发而动全局的战略创举。但试验区能否实现预期效果取决于对自由贸易区效应的理性认知：其一，自由贸易区暨更深程度的贸易自由化有其明显的副作用；其二，能否从自由贸易区暨更深程度的贸易自由化中获益，取决于机制设计，更取决于国家竞争优势的建立。归根结底，设立自由贸易区只是实现国家竞争优势的渠道和工具。
