The problems in remote medical treatment, which were caused by population migrant, are needed to be solved in medical insurance system. The main problems currently existed are that , first, the disbursements are too high for the insured people, and the period of reimbursement is too long;second, there are great differences in medical insurance policy in different medical insurance co-ordination regions;third, it is very difficult to management and costly; last, there is a high risk of excessive medical treatment. The major solutions for these problems should be based on meeting the goal of every urban and rural resident enjoying basic medical security, and on the focus of fairness, and then, gradually increase the level of the medical insurance co-ordination, intensify the construction of the network of medical insurance, which could help gradually achieve the goal of equality in enjoying high quality medical resources by every residents and the integration of urban and rural basic medical insurance.%人口流动造成的异地就医问题是当前医疗保险制度亟需解决的问题。目前异地就医存在的主要问题有：参保人垫付费用高、报销周期长；统筹地区间政策差异较大；管理成本高、难度大；存在过度医疗的风险。解决思路主要是在以全民医保为目标、公平性为核心的基础上，逐步提高医疗保险统筹层次，加强医保网络信息化建设，逐步实现优质医疗资源均等化和城乡基本医疗保险一体化。
