目的探讨医院突发公共卫生事件应急预案的制定及应用效果。方法参照国际、国家预案，根据医院的实际情况，制定以颜色和级别相对应的突发公共卫生事件应急预警预案。对所制定的应急预案进行规范培训、定期演练及实战应用。并及时评价效果，不断完善预案体系。结果规范的应急预警预案能明显提高医院应对突发公共卫生事件的能力。通过演练，医护人员掌握应急急救基本技能的普及率98%，应对突发事件抢救成功处置率≥97%。结论健全的应急系统，完善应急措施，并保持常备不懈、经常演练。使医院在多起突发公共事件的救援中取得了很好的社会效益。%Objective To explore the effect of the hospital’s public health emergency plan and application. Methods Referring to related foreign and domestic emergency responding plans with conjunction of the hospital’s existing situation, develop responding plans with different colors and levels based on the nature of a public health emergency, and conduct standard trainings on a regular basis, followed by the evaluations in order to perfect the emergency response system. Results Standardized emergency preparation plan was proven to enhance the hospital’s capability to cope with public health emergencies, and improved its staff in their first aid technique up to 98%. Conclusion Improved emergency system and services and consistent preparation practice has proved that the hospital is capable to cope with public health emergencies and has received positive social benefits
