Objective To evaluate the government credibility in implementation and carrying out dental public health policy, on the basis of providing free dental services for toothless elderly people in Beijing city. Methods The cognitive activities, activities perceived and activities satisfaction indicators were statistically analyzed according to survey and effective data collection, establishing the qualitative and quantitative analysis of the comprehensive index system and building structural equation model. Results The mean satisfaction of free denture activities of the elderly people in 18 districts and counties of Beijing city were 83.44 scores, among which the satisfaction scores of 14 counties were above 80 scores, the results indicated that older people who received free dental activities were very satisfied with this activities. Evaluation of the mean credibility index was 97.62 scores through structural equation modeling analysis of the government credibility, a-mong which activities perceived was the highest affection to the perception of the government credibility (indirect effect of 0.106), its sub-indicators were given "importance-performance" strategy matrix analysis, which found that treatment time, waiting time, promotional activities and treatment convenience should be improved. Conclusion The use of statistical methods in public health research project can find the shortage of services, improve and enhance the quality of service, which is instructive to further enhance the credibility and implementation of public health policy.%目的 通过为北京市无牙低保老年人提供免费镶牙服务项目,评估政府在贯彻和实施口腔公共卫生政策方面的公信力.方法 通过调研和有效样本数据采集,建立定性及定量分析综合指标体系,构建结构方程模型,对活动认知、活动感知和活动满意度等指标变量进行统计和分析.结果 北京市18区县老年人免费镶牙活动满意度均值为83.44分,其中,14个区县的满意度在80分以上,表明接受免费镶牙的老年人对此活动非常满意.通过对政府公信力进行结构方程建模分析,得出政府公信力评价指数均值为97.62分,其中,活动感知对政府公信力的影响程度(间接效应0.106)最高;对其细分指标进行"重要性-表现"策略矩阵分析发现,就诊时间、等候时间、活动宣传和就诊便利性等有待改进.结论 利用统计学方法对公共卫生项目进行回顾性调研分析,能够挖掘服务短板,完善和提高服务质量,为进一步提升政府公信力和推行公共卫生政策具有指导意义.
