To cultivate innovative talents through developing innovative practice activity is the general consensus of colleges. But, under the background of popular education, colleges, especially the local colleges appear many problems during the process of innovation practice activity. For example, student’s participation is not high, lack of effective guidance of teacher etc. On this, we propose a qualiifed student growth regular of stepwise extracurricular innovation practice platform.%通过开展创新实践活动，以培养创新人才是高等院校的普遍共识。但是，在大众化教育背景下，各高等院校特别是地方高等院校开展创新实践活动过程中出现许多问题，例如：学生参与率不高，缺乏老师的有效指导等。就此，我们提出建立一个符合普通学生成长特点与规律的阶梯式课外创新实践平台。
