中国-大洋洲-南太平洋蓝色经济通道的构建应具备合作基础,即国际组织、中国、太平洋岛国三方应该就构建蓝色伙伴关系达成共识.然而,由于南太平洋地区互联互通的程度低,一些太平洋岛国对中国的认同感较低以及域外国家对中国的质疑,因此中国构建蓝色经济通道不可避免地面临着困境.构建蓝色经济通道的内容应该包括共筑安全保障之路和共谋合作治理之路.%The building of China-Oceania-South Pacific blue economic passage should be built on certain basis that in-ternational organizations and China as well as pacific island countries should reach a consensus to building blue economic partnership. However,building blue economic passage will inevitably face dilemmas because of south pacific region's low interconnection and some pacific island countries' lower sense of identity to China as well as regions outside the re-gion developing dubious attitude towards China. Building blue economic passage should include cooperation on maintai-ning maritime security and collaborative governance.
